Genuinely the most disgusting experience I’ve had at a restaurant probably in my life. I am so surprised they they are still licensed to sell food. I ordered broccoli chicken, I got chicken with no sauce and steamed broccoli with mushy rice. When walking in there’s a homeless man sitting inside next to the door, there is clutter in the kitchen. How is there not a single okay Chinese restaurant in Chico lol
I never give bad reviews but this was BAD. First time eating here and last. Food was delivered luke warm, of the two vegetarian dishes I ordered the chow mein was full of meat and the tofu in the other tasted like it had gone rancid so most of my family were unable to eat anything but the cold dumplings. They forgot the rice (which I distinctly asked them for over the phone)and somehow gave us an additional meat dish we did not order. I was however fast delivery and cheap. Probably great for drunk college kids but terrible for vegetarians or a decent family dinner
I ordered with door dash. My food came a little burnt. I called and asked for a fresh order (assuming he would call the DoorDash driver) I was not obviously irritated with him over the phone. The owner called and asked my address. He drove all the way over and delivered it to me himself!!
This place is gross. I only went here to pick up an order for food delivery and it literally looked like it was closed. The inside was an absolute mess and looked like a house on Hoarders even though it’s supposedly a “restaurant.” There was one guy working and he had NO mask or anything, and he was super rude and unprofessional. I asked him if the order sitting out was the one I was picking up, and he just says “can you not read???” He points to a sign about a different delivery service. I was only asking for clarification and he was just all around disrespectful. I do not recommend this place!!!
I use to go all the time. Order pork buns. I found a bone in my latest order, so I dont go anymore, and its the not the cleanest or most organized place. The owner is nice enough, but service is super slow.
Horrible, Horrible, Horrible!Please read before ordering from this Chinese restaurant!!!Firstly, I had to give it a one star because there is no option for 0 stars...This restaurant was NOT in no way what I had hoped for!From ordering on the phone to tipping the driver this was a horrible experience! I called to order and was not given a total after giving my credit card #s but was hung up on. So I called back only to be told I should have asked & lies regarding their food (I specifically asked if the Honey Walnut Shrimp had the white glaze). I was told yes but it did not.When the delivery guy showed up he parked between the street and in front of the neighbors. Then when I tipped him $4 he made a remark about it which I couldnt understand cuz it wasnt English.On to the food; I ordered the Walnut Shrimp, Beef & Broccoli, Shrimp Fried Rice & the House Cheese Puffs.The Cheese Puffs didnt have the sweet red sauce so I immediately called to see if he forgot to give it to me. Whoever answered was rude and told me nobody including me gets the sauce?!The Shrimp Fried Rice wasnt fried, had 5 shrimp in it and was extremely soggy. The Beef Broccoli was dry & tasteless (again the rice was over cooked without any seasonings) and didnt have the sauce that it usually comes with. The Honey Walnut Shrimp did NOT have any glaze on them, were over cooked, very greasy & mostly batter.To top it all off I got severely sick and was throwing up most of the night and the next!!!Simply put: NOT just a waste of money but a health risk!
I hate leaving bad reviews but this place was pretty bad... The ingredients used for the food seemed like it had already gone bad and was all gross. We ended up having to toss it.The conditions inside are pretty bad as well with random items all over the building and the kitchen seemed very unsanitary.

There was only one guy working the counter and when i entered i thought it was closed, just turns out it was lights off to hide the mess in the dining area. i walked up to the counter to ask for prices on what a box would be and he just mumbles to me, after a few tries to understand him he just tells me to get out. never again
TERRIBLE. Listen, I know they’re the only place open after 10 PM but it’s not worth it. The character of the owners is terrible, they have no character. Character: kindness, respect, hard work, patience— they do not have it.Do not give them any of your time. You will never get it back. You will die having known that they stole the most precious thing on earth that you will never get back: time.
I was definitely disappointed as a vegetarian. Ive ordered plenty of sweet and sour tofu at other restaurants and this was my first let down. The tofu was cooked well, but it hadnt been seasoned or marinated at all, and it didnt soak up any of the flavor of the thin and bland sweet and sour sauce that it vaguely sat in. Its not a difficult dish, especially if you already cook your tofu well, so I know you guys can do better!The chow mein was decent, and is the reason my review isnt 1 star. The noodles had excellent texture, but the flavor was pretty basic.What I got made sense for the very reasonable price, but Im hoping they can do better for vegetarians in the future!

I was really craving cheap greasy chinese food. I googled a few places and this place popped up, so I gave this place a try. It was my first time here and I ordered to go. The host/server was really nice and the food was affordable. But was it worth it? Not for me. I ordered Mongolian beef (my normal go to at chinese restaurants). Food was a bit too salty for my liking and the sauce wasnt what I expected. I didnt even finish the dish. Maybe it was a different type of Chinese cooking? Which ever the case, Ill do more research the next time I have a huge craving for a certain food cuisine.
Restaurant very poorly managed. Ordered ahead over phone but they hadnt even started making it until I got there. Manager also very unfriendly and both kitchen/ dining area seemed unsanitary. Will not be eating there again. :[Though its name is House of Dumplings .... the name House of Dumpings seems more accurate.
Great tasting food and the guy tossed in an extra fortune cookie for my little one. Yeah its a bit messy inside, but what matters is the food.
Amazing food! Ordered some house fried rice and combination chow fun, and they were both wonderful! My fiancé has never been a big fan of Chinese food but he LOVES this place.Make sure to order their house cheese wontons! The menu says they’re the best and it’s so right!
O Stars. Did a DoorDash Delivery here tonight. Didnt know which place it was, cause my App only said Windys & I had never been there before. Plus the Windys sign wasent lit up. Called to see where it was located and the owner answered the phone enraged. Went in to get my order, and he just yelled at me the entire time. Told me I wasent allowed to come back cause I was the only one that called to see where it was located. Completely surprised this place is still open. Told the customer about the horrible experience, and to please check their food. Guessing it was horrible also
Horrible. I ordered king pau chicken and white rice and my gf ordered general chicken and chow MeinMy order had. 4 very small pieces of chicken that were undercooked so bad they were gooey and my gf chicken was cold. I went over there to see if the owner would make it right and. He got hostile and called the cops. Because I told him I want a refund. Or for him to make it right.
Good food and good prices. I usually take to go. The time estimate they give you on the phone, add around 5 minutes to it before going to pick up.

Cheap, fast, and pretty tasty. The restaurant is a bit run down though (the AC doesnt work so well, the door feels like it might come off the hinges, and the tables/chairs are well worn). But it is cheap. And tasty. Extra fee for credit card...
If i could give no stars that would be great!!! I ordered 2 meals and an appetizer. We ordered general chicken, chow mein, and fried rice, brocolli beef, fried rice , and chow mein and an order of pot stickers. The pot stickers were so under cooked i cooked them myself. And all the main dishes had NO sauce. At all!! The rice was not fried, it was white and the chow mein was so old i could barely chew one bite. I told the owner that i was unsatisfied and he said he would come to our home. What a creep!!! Bad managment!!!- DO NOT EAT HERE!!!!!!
Nasty. Screwed up the easiest order ever. Sizzling rice soup with rice on side. They gave it to me with the rice cooked in so it was all soggy. Garbage compared to peekings soup. I only came because peeking is closed on sunday. Waste of time. At least it had a lot of meat but really tasted nasty.
This isnt your moms windys from 20 years ago that won best chico. That was several owners back. I couldnt reach china house so i drove over and they were closed. So i came here. I like hole ground places. Sometimes best food. So i came in and it looked bad. But said thats ok. Waited 20 minutes. Looked up reviews that said it looked bad from last year. When he gave me food he gave me a fork off counter. So i took food and opened it. And almost passed out. The prawns were rotten. Slimmy. I picked them out. But it smelled where they had been. So tried pork. It was gray and like leather. Picked it out. Surprise the chicken was ok but was a small amount in tiny chunks. I eat out couple times a day. Over 700 times year for over 30 years. Over 20 thousand meals. This was the worse. That night i was in major pain. I wouldnt eat here for free
Ordered a couple of combo plates with fried rice and chow mein. The fried rice was just white rice with a hint of fried egg thrown in and the chow mein was flavorless and bland. For the protein I ended up getting Generals chicken which was OK, but a little too sweet. We also ended up getting an order of pot stickers, which seemed like they were lightly steamed then thrown on a grill to get char marks on the bottom and ended up just tasting burnt. Over all not too satisfied with the meal. Probably wont go back.
Went here for the first time about a week ago! AMAZING. Way better then China house. More food, and better tasting. Not as oily and greasy! Owner is super cool and talks to you with respect! They have been voted best take out by the orion(csu chico paper) and chico news and review for many years!!! Highly recommend for students and lovers of Asian cuisine!
This use to be the House of Dumplings on Esplanade. The owner moved to 32 and Sacramento and it is now called Windys. He was in the middle of remodeling so it was under constuction for quite a while.I moved to Chico two years ago from the bay area where there a lot of great restaurants. Windys has the best wor won ton soup. I think this place is fantastic and the portions are huge. Owner is very nice and accommodating.
Great food, even better prices! Their potstickers are absolutely amazing. The owner was really friendly, too. I would highly reccomend their dinmer special. For 6.99 You can get a full plate of delicious food and great service :) We even had leftovers! Great portion sizes.
Food was over priced, disgusting and under cooked. When I returned the food and asked for a refund I was verbally attacked by the owner. There are hundreds of health code violations, DO NOT EAT HERE.

Terrible food. Only one staff member in the building cooking cleaning and taking orders. Took 20 min to get food that was not edible. I will never return here and thats very sad because this place use to make great cheap food. Idk what happened but this place has gone downhill.
Got a doordash delivery tonight and I have been at the store for over an hour. Lack of information on why and how long its going to be. Definitely not delivering from here again and will definitely not eat here in the future as well.
I adore this place, it always satisfies my craving for chinese food. Their prices are super affordable, and the order comes out quick. I especially like their egg drop soup, and their cream cheese wontons.

I dont ever give reviews but this place was so awful I will never come here agian. I got a order to go and this guy gave me the completely wrong order and not only that, he barely even cooked the chicken, it was the worst Chinese food Ive ever had smh😒, sorry but total waste of $$.
My favorite spot in Chico for Chinese. Every dish is cooked to order, the price to quantity ratio is nearly unparalleled, and I am always asked whether or not I enjoyed it, in a genuine manner, by the person who cooks it. Doesnt get any more authentic than that.
Windy’s is the most authentic Chinese food in town. Great service and atmosphere, the food came quick and was well prepared. If you like chow mien, this is the place to get it!

Guy was cooking with no gloves, place smelled rotten, he was sitting here working on wood and using a microwave for the food think health department should come out here and invest? No one else here everything is covered in wood and hammer, no customers no other cooks or help just him
Always leaves food out of the order when its ordered through an app as if they dont want to give a refund. I didnt order 40 dollars worth of food just to not get the one item I wanted out of all of it and no money back
My go-to place for Chinese food, especially later at night. The prices are fantastic for a college student and the food is always delicious. I definitely recommend trying out the $6 combo meal.

I was really disappointed when we walked in and the man automatically looked at us and looked frustrated that we even came in, the food unfortunately was Bland and under seasoned and really greasy, just not appetizing.BTW this was last year.
Great food and service at this locally owned restaurant. You can definitely tell from the atmosphere and service at Windys that they are part of what makes Chico a close knit but diverse community!

Love the owner hard working man makes great Chinese late night no questions asked I respect this man on a whole nother level for his hard working qualities I came in at 12 o clock at night and he was remodeling the restaurant I told him I had a cold and needed some food to feel better he right away took my order and started cooking I went home and it was delicious lets get this place booming if theres anyone that deserves loyal customers in town its this man

I love the vegetable buns here they are hard to find in most Asian restaurants the ones here are really really good I also love the orange chicken.

2022-03-06Honestly I try not to leave bad reviews, but I dont want anybody else to make my mistake. Im so very disappointed that I had to waste an entire meal. Everything was cooked in old, rancid oil. I could smell how foul the oil was before I even opened the containers.The spring rolls were quite burned and I still wouldve powered through them. However, they also smelled/tasted of rancid oil and were not edible. Im not very picky, so I asked my eat-everything boyfriend (with an iron stomach) to taste it and verify that I wasnt overreacting. He was baffled by how bad all of it was. Thirty bucks straight in the trash. Then the oil made the trash smell so bad that we had to take out the trash.After reading the reviews I will not be seeking a refund because I can tolerate the loss more than I could tolerate being harassed by a bad business owner.

2022-01-07I ordered $30 worth of food which is expensive for a college kid. When the food arrived, I had received nothing that I ordered and proceeded to request a refund, providing pictures of the food as proof. I was refused a refund by the unbelievably rude owner who, in the end, threatened to report me to the school for asking for a refund. The owner then began text messaging me from his personal phone number, telling me that the food I had received was more expensive than what I originally ordered. So what? It wasnt anything that I had ordered. The spring rolls were clearly refried and very old / expired as they had a putrid odor coming from the packaging. And I ordered chow mien / fried rice combo plate and had just received a container with nothing but vegetables. I had originally reached out to the ordering platform to request a refund, Menufy, and they were unable to secure one because the restaurant had to say yes before they could pay out a refund. So at that point I had given up trying to get one from the restaurant itself and instead go a different route. But when the owner began texting me from his personal number, it really crossed the line. I was able to get my refund through disputing this case with paypal, but still. Ordering food from this place was a complete waste of time, money, and my life. DO NOT EAT HERE!!!

2022-08-15I can’t believe this place is OPEN! It’s like a storage unit/ hot box. And even though the people are polite, what kind of food are they making? You can’t even tell which meat from which in the house noodles. It made me and my partner sick, and we threw away half of our meals….. seriously where is the better business bureau here?? Food safety? Food inspection? Restaurant inspector? Whoever who makes sure a restaurant is up to par should take a look into this place…..

MOVE TO SAN FRANCISCO!But since were in Chico, this place has great Chinese food and not so much the dine-in atmosphere.Seriously fantastic food, the owner Joe is genuine Chinese chef, and you get a slight attitude for free!Ive read alot of reviews on this place for its off-putting environment and the attitude from the owner... all true. But if you give Joe a chance, hes actually a really nice guy working his butt off to cook amazing Chinese dishes.The pot stickers are hands down the best. I enjoy the Kung poa chicken (the chicken is so tender and the sauce so delicious it tastes like heaven), and the broccoli beef is unbelievable.The black bean fat noodles chicken is really fantastic as well.Give the guy a chance, make a friend and ignore the clutter... this place is best for take-out. Do an order in-person, meet Joe and go buy some beer at Safeway next door while your food is being prepared.

The food is disgusting, the customer service is horrible, the greeter/cashier/cook (one guy does everything lol) is always rude and acts as if you shouldnt be there and hes bothered to be taking your order, the place is always empty as hell, and this place has been around Chico for ages. Make it make sense guys.

Entered the store and hot yelled at, was ordered to come near the counter, ORDERED, and then when imI asked if that was my order for pick up, a question I suddenly felt afraid to ask, the owner yelled again “take it”. UNCALLED, Rude. Horrible all in all.

2022-02-22Let me tell you a little about this place. Ive been eating this guys food for the past 8 years. Ive had to follow him to a few different locations in Chico. His restaurants are very hole in the wall style. The owner is not your typical friendly bubbly personality type. He is to the point in conversation but dont misinterpret that for rudeness, as hes rather delightful once you account for differences in cultural norms. His restaurants are messy, but never dirty. Ive been in the kitchen and its always clean. His food is why Ive been coming here for 8 years. Its not your typical Chinese takeout. Its more authentic than westernized and that may account for some negative reviews as its not quite what Americans are expecting. As far as Im concerned its the best Chinese food in Chico. If you only like Panda Express, dont come here, but if youre looking for a cultural food experience this is where you need to come.
